Mr. Zubkov said the government’s decision had signaled to local business "that it should not expect any changes, or additional solutions."It is necessary, he said, that the country could see the normal market processes, "so that the grain would not remain unused, and could be redirected from the regions where it is in surplus, mainly in the south to those regions suffering bread or feed grain shortage.
According to Viktor Zubkov the number of regions hit by drought has already grown to 29. In addition, grain flows should be directed to the major cities, including St. Petersburg and Moscow.
