Russian Government in its N620 resolution dated August 12, 2010 approved the technical regulation on safety of maritime transport facilities, which sets minimum obligatory safety requirements for maritime transport facilities, said the Federal State Unitary Enterprise Rosmorport.
The technical regulation applies to objects of technical regulation and requirements associated with the objects of technical regulation the processes of design (including surveys for construction), construction, operation (including decommissioning and maintenance) and recycling of technical regulation facilities.
The technical regulation facilities, in accordance with the technical regulations, include objects of maritime transport, operated on the territory of the Russian Federation, such as: ships during their voyage as well by sea as on inland waterways, inland vessels and mixed destination (river-sea going) ships during their voyage by sea and inland waterways during transportation of cargo, passengers and their luggage with entering a foreign port, in accordance with Annex № 1, materials, products and equipment for vessels, in accordance with Annex № 1 to this Technical Regulations. Also, the technical regulation facilities include the processes of operation (including decommissioning and maintenance) and recycling, related to requirements to the objects of maritime transport, maritime transport infrastructure facilities, including berths and offshore transshipment facilities, design processes (including surveys for construction), construction, operation (including decommissioning and maintenance) and recycling, related to requirements for the infrastructure of maritime transport.
