Kola Bay turns into ecological crisis spot, says Deputy Governor of Murmansk Region
The Kola Bay has turned into an ecological crisis spot of the Barents Sea, IAA PortNews journalist quotes Aleksey Tyukavin, first deputy to the Murmansk Gerion Governor, as saying at the 5th International Ecology Forum.
According to him, there are almost no undamaged ecosystems along the bay coast. The ecology is damaged by unauthorised discharges, neglected military bases and vessels. Neglected vessels pollute the water area with heavy metals the concentration of which in certain places exceeds the norm by several times.
The cleaning of the water area is complicated because it is the federal property. Meanwhile, the federal special-purpose programme responsible for financing of the required activities has not been approved. RF Ministry of natural resources proposed to allocate RUB 50 mln for cleaning of the Kola Bay provided that the regional budget is involved in co-financing.
However, co-financing is impossible since the water area is the federal property. Besides, the legislation does not imply any punishment for the owners of the neglected property.
Aleksey Tyukavin says the federal legislation needs to be improved in this sphere.
The same problem was announced by the representative of the Legislative Assembly of the Kamchatka Territory when he spoke about the Kamchatka region.
