Draft amendments into the Federal Law of the Russian Federation from November 8, 2007 of No. 261-FZ "About seaports in the Russian Federation and about modification of separate legal acts of the Russian Federation" will be forwarded by RF Transport Ministry to the State Duma of the Russian Federation in the nearest time, IAA PortNews journalist refers to Deputy Transport Minister Victor Olersky as saying at the meeting of the Board of Directors of the Association of Commercial Sea Ports (ASOP) dedicated to regulatory interaction between the Transport Ministry of the Russian Federation and the Association. According to the source, the bill is currently under elaboration of the Government’s legal department. Approvals of the federal authorities and the Ministry of Justice have been obtained, public discussions complete.
At the meeting, Victor Olersky addressed Head of Duma’s Transport Committee Evgeny Moskvichev with a request to consider this bill at the spring session of 2015.
Draft amendments have been developed by the Transport Ministry with the participation of the ASOP basing on the findings of the law enforcement practice analysis carried out in 2007 - 2014. The amendments relate to state regulation of the activities, safety, rendering of services, land and property regulations.
