Transneft says its subsidiary Transneft Far East, LLC conducted emergency response drill (ERD) in extra severe environment at the linear portion of the second stage of Eastern Siberia-Pacific Ocean oil trunk pipeline (ESPO-2).
Employees of Dalnerechensk Regional Oil Pipeline Department (RPD) practiced skills of elimination of an emergency oil spill at swampland during snowmelt and flood period. The site for conducting the training was chosen due to geographic factor – 20% of ESPO-2 route passes through swampy difficult places.
The legend of the drills, conducted in Imeni Lazo municipal district of Khabarovsk Territory, consisted of five clauses: “Oil seepage at a swampy section of the pipeline”, “Failure of stop valves”, “Invalid data on oil pressure”, “Failure of electricity supply” and “Incident at a temporary petrol station”. The last part was complicated with an additional situation to occur: “Trauma of the lorry driver”.
95 persons participated in the large-scale training activity; about 40 specialized equipment units were involved (lorries, tracked cross-country vehicles, motor cranes, mobile repairs, excavators). Inspection of cooperation of the subdivisions of Transneft Far East, LLC showed high readiness of all services to perform tasks under the conditions of emergency. The ERD was assessed satisfactorily. It took 36 hours to eliminate all the simulated accidents, which is half of the period required according to standards.
